I think it is advertising technique to make the two women look very similar- especially their eyes. This way, you can mold their relationship to the way you want to see it- sisters, or partners.

I don't really read this as gay advertising. That is, if they are indeed trying to reach a queer market, they are not hitting their mark as a lesbian target. Looks like affection between sisters at a semi-formal event.
